Our friend hemoglobin had written "...had pledged 250 liras...", shouldn't it be "...had pledged to pay 250 liras..."?

  "...had pledged 250.. " and "..had pledged to pay 250... are both possible. "Moore pledged $100,000 to the orchestra at the fund-raising dinner." This is an example from Longman dictionary. ;)
